Born in South Carolina, Forrest grew up in New Jersey, attending Saint Benedict’s Prep School, Newark NJ. He earned a Bachelor of Arts in History from Bucknell University, Lewisburg, PA, and was commissioned a Second Lieutenant in the U.S. Army Military Police Branch. Forrest’s military education is consistent with his experiences and includes the USA Command and General Staff College and the Industrial College of the Armed Forces (ICAF). He has a Master’s Degree (MBA) from the Florida Institute of Technology and took Advanced Management Studies at Fuqua School of Business, Duke University. Forrest spent the majority of his military career with troops, serving ten times as a Commanding Officer being centrally selected by the US Army for Battalion & Brigade Command. In his early years from 1966 to 1978 he served in management roles of increasing responsibility as: Military Police (MP) Platoon Leader, Infantry Division and post MP Company, Commander MP Guard Company, Commander post confinement facility, a Special Forces Officer advising an indigenous infantry division in Southeast Asia, Commanded a Criminal Investigation Detachment (CID), Commanded a post MP Company, a post MP Operations Officer, Advisor to an Army National Guard MP Battalion, Commanded a MP Physical Security Company at a nuclear weapons capable depot, and Provost Marshal of a major installation in Korea as well as Commander, Stockade and Guard Company. More senior opportunities were as a: Chief Information Officer for an Army Headquarters Senior Staff Principal (4 years Pentagon), Director in the Military’s Maximum Security Prison (Fort Leavenworth), and Battalion Command of the entire Soldier support unit. At most senior level Forrest served as the Chief Operating Officer, Deputy Dean of the College & as Professor of Systems Management, Information Resources Management (IRM) College -- at the time of its founding, National Defense University. Next, Commanding a CID Brigade, Forrest directed operations (as Chief of Detectives) to investigate felony crime in a culturally diverse environment (Hawaii/Japan/Korea/Pacific Rim). Forrest’s last overseas duty was as senior US & UN official to meet (almost daily) with the North Korean Army – in extreme tension, nearing open conflict -- Rated "Forrest performs it brilliantly” in “the toughest Colonel's job (of 100).” Supervised the cessation of all hostile acts. Adroitly resolved numerous incidents and problem conflicts -- without violence. Forrest negotiated many positive actions including the exchange of hostages. He coordinated policy actions with members of Congress, their staffs, the National Security Council, and senior Defense and State officials. He provided special Counsel to former President Carter on visiting North Korea. He met with former Presidents G. W. Bush and Clinton.
