Leon Lomax was born in Chelmsford, Essex on 17 December 1945 to a white British mother: Maud, and Black American father, who was serving in the US Army. He was surrendered to a children's home by his mother who could not afford to keep him. 

He was one of the few mixed-race 'Brown Babies' to be adopted by his American family. Leon's father, Leon Sr petitioned to adopt Leon Jr after his discharge from the armed forces. After protracted negotiations with US and British officials, Leon was flown to the US in January 1949 and adopted by his father and step-mother. The Pittsburgh courier published a three-part series on his arrival and adoption.
