From 1970 -1988 he directed the Satellite section of the Office of Naval Research at La Jolla CA for which he was awarded the Meritorious Civilian Service award. In 1989 he was appointed to the honorary position of Secretary General International Association for the Physical Sciences of the Oceans and also worked closely with the astronaut program.
